Jay,
  Interesting. I still don't understand why you're unable
to run the program by hand. This is the root of the problem.
What happens if you open a command shell, cd to the directory
where vmach.exe is, and run it by typing "vmach.exe" does
that work, or does it give you an error? I'm beginning to
think that the problem is that the name of the directory is
not what you think it is, and thus the various subsequent problems.
  (if you can run it from the windows file browser GUI, the program
   obviously exists, but in order for VMD to work, there cannot be
   even a single character incorrect in the execution path.)
Can you do this?:
  cd "c:\program files\VideoMach-2.7.2"
and then run videomach manually with
  vmach.exe

Let me know if that works. If the "cd" step fails, then
we've found the source of your problem.
