That depends on how VMD was installed.
Windows 10 has some built-in "tricks" that creates a virtual per-user file
system. You need to install VMD with administrator privileges into a system
folder so it is visible to all users. Otherwise each user needs to install
their own copy into their personal folders (that will look like the same
for each user but are different).
