yes, this behavior is normal. it doesn't install the files,
but rather "installs" (=adds) the plugin to the extensions
menu in the VMD main window. this is only temporary.

if you want to have this permanently, you have to change
the vmd internal scripts that register all other plugins
with the menu ($vmd_home/scripts/vmd/loadplugins.tcl)
or put the command into your .vmdrc or vmd.rc.
