That is not true. Mesa 3D is not only the software implementation of
OpenGL, but in combination with DRI (Direct Rendering Interface) it
provides a way how the X-Server can use Hardware 3D acceleration, and
provides open source drivers for many 3D chipsets.

However, this implementation might not be optimal, therefore it might
indeed help to try the Intel proprietary drivers, as Benjamin suggested.
But don't expect too much.
