Not directly. But you can write a little script with the command for tcl and then launch vmd with the -e flag.

Right now, I open VMD, go to Extensions--> TkConsole, then type topo readlammpsdata filename While debugging lammps data file, it sometime becomes an hassle to go through the process 10-20 times.
