Hi,
  You didn't mention what operating system you're using. That might
have in impact on the steps you need to take. I think that the previous
mail you referenced was likely tested on a Unix/Linux platform, but filenames
such as .tkconrc won't work right on Windows, so the steps are likely different
there, if you happen to be a Windows user, for example.
