Yeah,
  I was thinking the same thing. I could change the installation script
to force it to change ownership as was suggested. Of course, the tricky
part there is deciding which group to use, since different versions of
Unix have different groups. Most have "bin" though, so that might be a
good choice.

I think this is just the consequence of being the root user when you use
tar. By default as the root user, tar will extract the files and
maintain the user and group id that was used to create the tar file.
The "new files in the $install_library_dir" were created by you by
copying as root, so therefore are owned by root.
