It has come to my attention that someone has usurped control
of the www.tcl.tk domain, redirecting it to nefarious reaches of
the internet.

In the short-term until this either gets resolved or a new URL becomes
the de facto search result in Google, one can use the internet archive
to get snapshots of the docs etc as they appeared up until the start of 2014:
  http://web.archive.org/web/*/www.tcl.tk
  http://web.archive.org/web/20131228092930/http://www.tcl.tk/

Hopefully this irritating scenario plays out rapidly and the latest
Tcl/Tk docs etc resurface shortly.
