you can color by some per atom parameter (Occupancy, User, Mass,
Charge, ...) and then in the VMD console create a selection for the
residue in question and for all other residues and then use the script
interface to assign different values to those. e.g.:

set sel1 [atomselect top {resid 124}]
set sel2 [atomselect top {not resid 124}]

$sel1 set occupancy 0.0
$sel2 set occupancy 1.0

redraw and you are done.
