this is strange. it looks indeed as if there might be a bug
in the mass centered dipole measurement, but not
in a way that it would exactly compensate for the -debye
conversion. can you please do a:

$water writepsf onewater.psf
$water writedcd onewater.dcd

and send me the resulting two files. i need to see
if i can reproduce this exactly.
