ok maybe fixed now: rerun the
"make LINUXAMD64" with the proper TCLINC/TCLLIB defined in the source plugins tree

[tru_at_liberte plugins]$ find . -name \*.so|grep tcl

./compile/lib_LINUXAMD64/tcl/signalproc1.1/fftcmds.so
./compile/lib_LINUXAMD64/tcl/signalproc1.1/sgsmooth.so

make distrib PLUGINDIR=...

now everything works as expected :D
