Temperature control?

How does NAMD keep the temperature constant, if no temperature control is
specified?

I have the following lines:

tCouple on
tCoupleTemp 400K
tCoupleCol B

The values in the B-column of the coordinate file are all set to zero.
However the temperature in the standard output is 400K.
