A newer version of win32 libraries

Dear NAMD developers,

would it be possible to update the win32 libraries under
http://www.ks.uiuc.edu/Research/namd/libraries/?
They are about 8 years old now (the tcl-win32.zip still contains tcl 8.3).
The win64 are up to date.
