constraintScaling parameter

Hi,

I notice that the "constraintScaling parameter" is mentioned in the
NAMD User's guide in the section "Tcl scripting interface and features"
  but does not appear to be discussed elswhere. I presume it is a
scaling factor for harmonic restraints previously defined in the config
file. Is this correct ?
