A correction was posted on the official list. It is, indeed, on the 17th.

A summary of the proposal is given below:

What I would like to do is to change the way entry levels are determined.

1) Presently the way dancers are divided is based on time you have spent
dancing. However, time you have spent dancing can be interpreted in
several manners (how much professional training you have had,whether you
danced all that time, etc.) I want to change the deciding factor to
performance. In this way, the level of dancers will be better
stratified, it eliminates ambiguity, and it better ensures a more
equitable level of competition.

2) The system is based on a simple system. Levels are divided between
Newcomer, Beginner, Intermediate, and Advanced. The newcomer
category is
for those people who have never competed before, and as a result, is
intended to encourage more beginners, from here and other local schools,
to participate.

3) Dances are grouped as styles-- Standard (Waltz, Foxtrot, Tango,
Quickstep) and Latin (ChaCha, Swing/Jive, Samba, Rumba). The system
works like this:

Suppose this is your second competition- you min proficiency level is
Beginner. Now suppose you entered a Beginner ChaCha and a
Intermediate Waltz. If you won Beginner ChaCha, at your
next competition, you would be required to enter Latin at the
Intermediate level. Likewise, if you placed in Intermediate Waltz
(higher proficiency level), then you would be required to enter Standard
at the next competition as an Intermediate. However, a semi-final round
MUST be danced for this to apply.

4) The existing system and this system both depend on the honor system,
which is unavoidable.

No changes are made to the structure of nightclub, since it's basically
danced as an open category.

# of dances is not being changed, though styles (American or
International) that will be danced will be dependent on the entry levels
used.

All other changes are superficial. (for example, shifting of Jack and
Jill to the pre-comp dance)

upon request.
