I'd say use Linux rather than windows, not only as a solution to this
problem, but as a general rule of thumb.

However, seems like you need a library that has instructions for running
the TCL scripting language that NAMD uses. Maybe try installing VMD (which
might be more useful for your animations anyway) and hopefully it will
install the correct dll.
