Using restraints

Hello,

I want to impose position restraints on a structure. To do this I first
make EM run, then take out the last frame to calculate restraints, that
start a new run.
To my understanding in this case velocities are reinitialized.

1/ Can I, and should I, use velocities from previous run?
2/ Can I do it just by specifying
   binvelocities ./run1.restart.vel
