compiling charm++ failed on window with Cygwin

I use the compiling command :
"./build charm++ net-Cygwin --no-shared -O -DCMK_OPTIMIZE=1
The compiling error message is as follow:
./bin/charmc -host -language c++ -cp ../bin/  -o charmxi xi-main.o xi-symbol.o
xi-grammar.tab.o xi-scan.o xi-til.o sdag-globals.o CSdagcConstruct.o CEntry.o
Appending  .exe to object file name
./bin/charmc -intrinsic -o -DCMK_OPTIMIZE -nobs ckcallback.ci
Fatal Error by charmc in directory /cygdrive/e/trans/NAMD/NAMD_2.6_Source/charm-5.9/net-Cygwin/tmp
trace libraries not installed.  Is Charm++ built properly?
charmc exiting...
make[1]: *** [CKCallback.decl.h] Error 1................
 
Does that mean I should install some c++ library on my computer?
Or because I didn't use the optional command of build cerrectly?
Any help would be appreciated.
