Psfgen within NAMD

Is NAMD capable of calling psfgen? The psfgen user guide states that
it can be imported into Tcl applications such as VMD, but does NAMD
have enough of Tcl to count? I would like to alter dihedral angles
within NAMD, and even with psfgen I am not sure if that is possible.
