force constraints

Hi,
those who have used force constraints please explain to me what is the
difference in the following two cases...

CASE 1
if "constraints" is on and consref, conskfile and conskcol are given for
simulation..

CASE 2
if "constantforce " yes and consforcefile is given....

when to use which case?
