A confused question on amber param and in charmm form~

Hi,all:
   I have a question:
 From the internet I can download amber topology and params file parm*.dat
and I also can download amber94 parameters files in charmm form(topology file *.rtf and parameters file *.prm),in the userguide of NAMD it can capatibally use the amber file parm*.dat but there are some parameters in the configuration file.But why not use the charmm form amber file (*.rtf and *.prm),we can use them just as the original charmm force field ,and first generate the psf .......
